Online Single Submission, a Digital Solution to the Business Licensing Process in Indonesia11/20/2018 Indonesia is moving towards digital archiving as a solution to a more systematic method in publishing the business licenses. In order to reduce the administrative burden for the business owners, the Indonesian government has launched a new system called the Online System Submission. This system will allow the business owners to attain their needed business licenses in a shorter time and less hassling procedure. The Objective of Online Single Submission and Where to Access The main objective of the new system is to help the business owners to register for their licenses in a simpler and more effective way. As a single portal, the Online Single Submission system would gather the data in one digital server—giving easier access for the related departments to verify the licenses. In the future, the OSS would not only be used to register new licenses but also as a portal to renew the expiring licenses. There are two ways to access the Online Single Submission. First, the business owner can directly access the website on www.oss.go.id. The regulation, procedure scheme, and the registering page can be found on the website. The business owners should follow the steps showed on the website. The second way is to visit the OSS Lounge at the local office of the Ministry of Economy Affairs. There, the business owners would be assisted by the OSS staff to register to the OSS portal and to fill out the required forms. The process would only take around 1 hour until the related licenses, permits, and incentives are published. Nomor Induk Berusaha, Company’s Identity to Attain Business Licenses As one of the important notes, the company applying for the business language should be an officially launched company in the form of Perseroan Terbatas (PT), Firms, or Comanditaire Venootschap (CV). It means the company should already have the Deed of Incorporation (Akta Pendirian Perusahaan). The Deed of Incorporation would be needed when the company registers for Nomor Induk Berusaha (NIB). NIB comes in the form of a barcode that would work as a unique identity replacing the manual Certificate of Company Registration (Tanda Daftar Perusahaan), as access to the customs facility, and also as an identity to the Importer Identity Number (Angka Pengenal Importir). The OSS uses barcode as an identification system because digital barcode is unique and has an infinite possibility of arrangement. The scanned barcode would easily provide the company’s basic data and information as well as the retrieved licenses. This means the companies would not have to reapply the form if they want to extend or renew the licenses. Along with NIB, the applying company would also get the registration number for health and labor insurance (BPJS Kesehatan dan Ketenagakerjaan), fiscal facilities, foreign employment plan (Rencana Penggunaan Tenaga Kerja Asing) in one cloud. Not to mention, the company would also get the information of what incentive that they would retrieve once the other additional licenses are published. The launching of this digital solution to the business licensing is expected to stimulate the growth of business and investment in Indonesia. With this one portal online system, the Indonesian government would hopefully have a more coordinative and systematic method for listing the database of the licensed company.
